The 6-1 vote was not only non-binding, the Town has no jusisdiction over the state lands. That is a primary reason why the State is being so tough with the Town in that letter (in response to the vote). Regardless, you are correct on your points on the funding--that has to happen soon. In talking with IR--given what little she can say and the weak SP--I am anticipating an off-take and debt. That said, another HDI company, Heatherdale (HTR.V) just did a PP at a terrible price versus their previous PP; so what do I know!? Wishful thinking I guess.
