A few points to your post:

1) Curis amendment to build houses was to appease town council and to fit into the towns plan of residential housing on the land. That's it - no other reason. Curis worked with the planning and zoning commission for almost a year on it and then they  out right rejected it. They had no intention to approve it in the first place. Curis business is mines not real estate.

2) Have you read the letter by the state? I posted it a few posts before. Read it. It says and refers to private lands ie not Curis and state lands. These surrounding private lands (which are held by SouthWestValue Partners, other builders) are not suitable for residential or commercial building due to cultural and archealogical reasons. 

3) Prevoius owner of Curis land, SWVP land was a real estate developer that went bankrupt due to the poor housing market. Curis and SWVP bought these lands out of bankruptcy protection.   I dont see how the housing situation is going to change there for at least 20 years. There is nothing there. Everything is a 45 min drive. Casa Grande and its surrounding area will grow more rapidly in the next ten years. State just rejected a proposal for new prison and plans to shut down existing ones in the future. Most of the DOC staff drive from Tucson or Phoenix. Nobody lives in Florence.  The new hospital is hoping to get funding by medicaid - which is virtually bankrupt. 

4) Management is doing a fine job - will be determined how they finance and bring the mine into production. I went to all their presentations, sat through 12 hour hearings at council, etc. seen their plan of attack etc.  So stop suggesting they are doing a poor job. The management took a friendly and courteous approach with city council, and what did city council do? They spat in Curis' face.  It will be the state dealing with Florenece city council, not Curis anymore.  

5) The water aquafer you mention does not currently supply water for Florence or surrounding area. Nor is it held to supply future growth. 

6) Curis has offered significant land for the City of Florence for park, school and athletic use. Offered over 100 acres to CITY absolutely free of charge for schools, baseball diamonds etc..  How much money does Florence want for the project to go ahead? What have the realestate developers given to Florence? They actually built up in Anthem.  How has that translated for business on the main street? How much money, land has the developers given to Florence and its school district in the past 20 years? Nothing.  At least Curis offered them something.
