Why is someone trying to sell @ .25?

Why is someone trying to sell @ .25?

I have read on this board that this is a 3 dollar stock.    Why would someone sell shares at twenty-five cents?   How come no one is buying these .25 shares after this incredible news?    This is an odd situation indeed!  I think I will wait until the train leaves the station before I jump in!   Also, the stock chart indicates that this stock has been going down for months and months.    I am a young investor with much to learn.   Maybe my analysis is all wrong and I am full of baloney!
