personally i would think option 2 is to get a permit to extract the ore and ship it next door .this being said they should try and avoid any legal battle this will kill the project for coro almost a 100 % can guarantee that. not sure what government has jurisdiction federal or provincial in the removal of ore they still need this approval so negotiations is the best way to go period  .i think some jobs and tax revenue for them is better than none the real problem is farmers do not want to compete for the work force and have to pay higher wages they say its the water but all the educated people know its the labour force not the water .so trucking the ore out becomes a win win and this is the approach coro should take .and copper could hit 5.00 this year and gold 2200.00 

hopefully level heads prevail and the trucks start trucking
