The project is very interesting and the results are very good. The reason this stock isn't trading significantly higher is that management continually shows contempt for the market by doing things like releasing results, making significant insider sales then announcing steeply discounted financings.
It seems that the only investors DEC has left are retail (myself included) and possibly remnants of Flow Through fund's but no institutional shareholders to speak of. The only reason this would be the case given the story and results released so far is that the institutional guys don't trust management and they are too 'smart' to put up with the bs.
I have a decent size position in DEC and have often thought about really ramping up the size based on what has been publicly released so far and what we all hope to see from future results. The only thing stopping me from doing so is that I don't trust management to look out for my best interests.
In my experience companies that have made me the most money were companies that had significant insider ownership, clean and easy to understand contracts/work agreements, no issues with the exchange and lastly the management showed a genuine interest in protecting their shareholders while attempting to make money for everyone and not just themselves.
Unfortunately very little of these 'positives' apply to DEC.
