There's also the explanation that they are finally adjusting to the fact that they are now functioning in a competitive environment rather than a quasi-monopolistic environment. Could be the welcome beginnings of a change from their corporate culture of entitlement.
Some people on this board have been calling for such changes for years. Tellier appears to be finally waking up and smelling the coffee.
