Funny part is that IIROC can only suggest.  I contacted them and asked if they in fact had the mandate to force companies to issue statements.  they do not, as such ICS had no need to issue the statement they did - especially considering that we did not exactly rocket to the moon as INT did (INT never did issue a statement - hence my call to IIROC)
