yes, it could take another few years. However, would SEA have spent their money for the survey, if they would not have seen a very good chance for a settlement much earlier?

The potential for Treaty is so spectacular, that am sure, there is something going on behind the scenes. May be, some kind of wishful thinking, but I would not be surprised, to see serious progresses out of the sudden.
