As I remember correctly, the testing has been proceeding from Canadian lab at beginning until Woulfe realized the Canadian lab wasn't doing it in timely manner so they changed it to Chineses.

I believe this is the main reason of the delay of f/s...

Like cult_of_frank mentioned, (according to Nick) the reason for using Chinese lab was because their expertise on Tungsten.
