What is the underlying purpose of this 50/1 R/S

What is the underlying purpose of this 50/1 R/S

There must be a reason why Frank whats to R/S our shares.

Is it a given that KWG will partner with Cliffs?  Its starting to look that way with April 1 approaching quickly.

Is it a given that the rail is a go and in order to get funding the stock needs to be above $1.

Is it a given that BD will be mined first?  All the work that is being done on BD and the increase in output of ferrochrome to 1.6 m tonnes a year is forecast by Cliff.

My bet is all the above.  I would rather see a 25/1 R/S.
