As far as I know they have all the infrastructure they need for the HPA plant. It is essentially an extension of the pilot plant.
Out of curiosity, what's your concern about the water treatment plant? It seems like fairly standard fare to me. Are you concerned it would take longer to build than the SGA plant itself?
I think question #3 is a good on. I'd be curious to know what kind of arrangements they are looking into with local gas explorers and the timelines involved. Petrolia and Junex own the vast majority of exploration rights in the immediate vicinity:

Neither company appears to have massive amounts of cash to burn right now, so I imagine that a joint venture is a distinct possibility as opposed to simply an off-take agreement.
There are a number of gas prospects in the Gaspe vicinity including Junex's Galt Field prospect which has already produced large quantities of gas in the past without fracking (up to 2 million sq ft / day from the main reservoir apparently). Junex has been flaring gas from exploration wells and is supposedly continuing to explore the gas potential of the field. As for Petrolia, the strongest prospect nearby might be Tar Point which had strong gas shows when it was previously drilled in 1950 (again natural fractures so no fracking from the looks of it). I believe there is some gas at the Haldimand field as well, but I'm not sure of the quantity. The Bourque field supposedly has a lot of gas potential, but it is much further away from Orbite.
