I think any potential JV would demand such a study to understand the business viability based on scalability, reliability, potential amount of capital investment needed to make it viable on a'growth' scale as well as a whole lot of other considerations... if I were a potential JV, I'd wait till they are out of business (as they hang themselves and their shareholders out to dry, as they are already really good at) and buy the whole thing out for less than a penny ... and fire all BioExx's useless and misleading mangement and eventually all their BOD...and get real mangement and leaderhship in there rather than these clowns....
