We have to keep in mind that these big projects can take time. There are a lot of details that the buyer needs to consider and evaluate. Just from a quick search on Quellaveco, I found out that Anglo American were ready to go with Quellaveco in 2001 (maybe earlier??).  

 

in 2009 the Peru gov. approved a revised environmental study.

 

Just two years ago, in 2010 the BoD of Anglo American gave the OK for the mine - that's 9 years after they were willing to go with the project.  And here we are in 2012 and they are still looking for partners.

 

Now we have the new laws and procedures to contend with. Quellaveco like CN are big enough projects. It will get done, in time.  There are just a few pieces of the puzzle missing.
