The accounting rules merely establish when a company HAS to recognize and report revenues but there isn't any rule there to not allow revenue recognition at an earlier point during startup to commercial production if a company so wishes.
Thus CLINE management have deliberately chosen to NOT report the revenues from that one trainload of coal nor report any of the ongoing payroll costs for all the hundreds of miners who have been on site for much of the past fiscal year.__Just like CLINE pretty much always delays all their earnings reports to the very last legal limits when they could report much earlier.
