Its not the QEI's fault- all oil companies have the same problem in Columbia- first it takes 9= months to get an environmental permit, then it takes time to negotiate a lease, then a month to build the lease, then drill. Once you hit oil you apply for a long term production test- build the facility , find a buyer and wait for an inspection-then wait 2-3 months for the permit-Columbian beaucrats.
