Emailed the CEO of Sintana Energy, PDQ"s partner for Talora.  He mentioned the spud of Dorado expected in April now.  He did not directly say Paraguay was delayed, but said the issues are a bit silly but still ongoing, and based on Mr. Vathyam's comments, if things were not resolved by mid Feb it was likely Paraguay would be drilled in 2013.

Just more waiting.  I misplaced my PDQ share now anyways, think I left them in my attic.  I'll let my daughters benefit from them in 20 years when they go to College.  Honestly, how incompetent do you have to be to need almost a year to review an Environmental Impact Assessment and issue a permit?  PDQ should "donate" to the enviro folks in Colombia so they can hire a full time employee just to review the permit.  I'm pretty sure I could do it over  a weekend.

 

Yes, I am frustrated. But patient.
