My thoughts are it has to do with fear that China would flood the market with cheap rare earth to try to convince the world it makes no sense to move forward with a rare earth mine.  From peak prices, most rare earths are off 50% or so.  I think this may scare some investors, but it is just a shell game by China.  They do the same thing with all their resources, and could be seen for years in the way they bought coal.  They would buy an enormous amount then wait three years to buy again until the prices bottomed out.

 

In this case it has more do with getting the price down to prevent too much interest and mine development.  But fear not, the USA needs to have their own domestic supply no matter what the price to feed the US military complex.  With enough politicans behind this, this mine will be built no matter what, barring the end of the world as we know it.  At this time, based on my own calculations, this mine will still be quite profitable, even with the much lower prices we are seeing now.  The PEA coming up will shed much more light on this fact.
