i agree rappy...  this NR , which i read several times, seemed different.  And i was shocked  they gave out that much info. First para says that the EISA  just needs to eb signed. Perhaps by the New Pres, or at least approved by the New Pres......  if Wade wins they probably will have some Riots l;ast wk of March.... and he could sign off in a couple weeks..... and if he Loses,  it'll be peaceful and give the New Prez  several weeks  to sign the Paperwork.. ... I am thinking that all have been waiting for that Environmental Approval, and a Signature by the Prez... and then Chet announces the Deal.

The PostFeasability may be a message/bluff  to the Bidders that they better step up Now and make their Best offers, b/c   the Post Feas will be big. (but they already know that).
