If you read the report, the only specific work referenced done by PWC was that they were asked to confirm the cash balances.

Both have questioned the degree of independence of the IC from Management as a result of this interaction.
This doesn't sound like PWC was hired to complete a forensic audit. If you actually used your brain, you would realize that PWC was engaged to advise, and complete some specific procedures. Not a forensic audit, not enough to conclude, not enough to express any type of opinion.
