Another scenario for why AXI is working with Wardrop to "redefine the feasibility specifications" is much more troubling: the original specifications don't produce a successful project.

Perhaps Wardrop has kept AXI informed of the feasibility study's progress, showing them component studies, report drafts etc. If the preliminary numbers were looking promising (an NPV of $4 billion for the Roche Bay C-zone for instance), do you really think AXI would delay the report's delivery to "redefine the feasibility specifications"?

Why redefine a successful project? As with the Copper Fox project, a delay with the feasibility study could be a sign that the project just isn't working.
