I suppose he had to take responsibility at the end of the day even if he was not aware of the "Mexico" fiasco. 

Could be the BOD  thought a new broom sweeps clean.

May be that the Quarterly Financials played a part in resignation as well. 

I see it as a positive step to at least remove the stigma associated with the company.
