I'm not sure about your interpretation. Here is why

 

 

1 - L'annonce de mercredi est survenue alors que la négociation sur l'action d'Orbite est toujours suspendue
 
2 - M. Boudreault a soutenu mercredi qu'il s'attendait  à ce que la négociation puisse reprendre
 
 
In the first sentence, the journalist refers to the trading of orbite. 2 sentences below, he uses the same word, I'm pretty sure it is used in the same way, otherwise it would lack clarity. 
 
Any one else has an opinion on this ?
