I think it more probable that the Chinese see that there is a limited supply of everything, and have long-term policies to ensure that they can control their own supplies as long as possible -- this would be consistent with their other moves, such as buying up natural resource and agricultural land and businesses all around the world -- I don't think they have, in reality, a narrow interest in controlling a single industry; rather, I think they are trying to control supplies and internal prices for raw materials without caring too much what happens on the world markets (for commodities). That scenario is very good for WOF.
