The float volatility has nothing to do with an expansion.  YNG has 931,000,000 shares of stock outstanding.  In other words, that is a lot of idiots with a lot of different opinions as to what the company is worth.  Institutions don't trade penny stocks unless they are selling.  Institutions are 90% of the market so their significance needs no further explanation.  In the next twelve months the company will have a PE of about 2 so I think any institution would be intertested.  This is when of the lowest PE in the industry.
