EVERYONE IN THE POOL

I suppose bidding for Trelawney is like the first  one jumping in the Pool or Lake. We need someone to say the water is fine. 

Only trouble is the first guy in is buying the pool and no one else will be allowed to swim.

I believe there will be a late bid of cash and shares offer from another very very soon. Let's look at it as an auction, you want it and you don't want to get into a bidding war but you want it and if you have too you will get into a bidding war.
