There is not really more mentioned than in the title of that posting.
So than I started to do a quick research for "Clarus" and I think it is Clarus Securities Inc. https://www.clarussecurities.com because they are mentioned in the press coverage (or press release) release about the listing on the Namibian stock exchange:
