Yes, PERMITS, lol. In the state of NV, or anywhere else, for that matter, you must obtain a permit to drill, before you start to drill.

In the case of a mining friendly state like Nevada, it is a formality, for the most part. None the less, I wouldn't expect them to post a drill map until after they acquired the drill permits. Often, however, Rye Patch doesn't post a drill location map on their web site, even AFTER acquiring drilling permits.
