take 10 min or less to find out exactly how many days before the vote that the cutoff is regulated to be set at (one of the many reasons to own a computer, I suppose slow readers might need more time).  Geez do some DD.  As for not including the date in the circular, well....LOL again I'm sure they call it an information circular.... oh never mind.
