I just checked the link AGAIN myself and I had no problem opening the doc in word and read the first paragraphs.  Not sure why it isn't working for You.  Well just go through a long history of the Stockhouse posts and you will eventually find various documents which are of value to get better informed about HRG and also the "special relationship" between the minority shareholders (over 200 mill shares representing approx. 25%) and the second richest man in Russia, Alexi Mordashov (about 22 B $worth) who owns the other 75% of HRG and nearly all of Severstal.  We are talking about the Russian Mafia and their cheating ways, stock manipulation, withholding pertinent shareholder info etc.  now perhaps you get anidea why HRG is nota  heavy tarder even though the float is quite substantial.  Investors are worried about buying into sucha company and minority6 shareholders hold on to their shares which are grossly undervalued.  A morr reasonable valuation should be around 2.50 $ as a very conservative guesstimate.
