I've listened to the interview a few times this afternoon and he definitely sounds as if he's saying the shell pipeline will increase production BY 25,000 not TO 25,000 which would bump them up to 40,000bpd.

 Its at 1m 48ish if someone would be kind enough to double check but pretty sure I'm hearing him right which is most impressive imo.
