Politically, and probably tax-wise, it appears that Mart is viewed more favorably by the locals if it partners with local companies.  I would if Mart would talk to any locals about partnering into any of these.  Not only is Mart rolling in dough, you would have to think their two partners in the UMU field have cash availalbe, too.
