I agree with most of what you are saying here.
The thing that I continually cannot seem to understand is the rationale behind the decisions being made. I'll stop short of putting the blame on management since I will likely be censored again. Back to the facts. One of the things you mention is that ADEQ has requested standard hydrology data that was not submitted with the application. But why is this basic information being left out of the permit application? The data is is readily available (even I know where to find precipitation data). Which leads me to wonder. Is Curis only relying on the VP's expertise in this area or are they firming this out to a qualified consultant?
That's just one item out of the 88 you mention. I don't mean to bash the company - just trying to understand why this permit keeps getting rejected. Any insight would be appreciated.
