I think is it because there is more barriers to entry up here and YFI wants ti get the sales fgoing on done there. There are a lot of people down there using celll phones and alot more priivate smaller providers... I read the presenation https://www.edgewaterwireless.com/wp-content/uploads/2012/05/Edgewater-Wireless-Investor-Presentation.pdf and it looks like a lot of the of the growth is in southamerica region. I am sure these guys have done there homework and market analysis
