This is indefensible behaviour on the part of a judge and grounds for censure. I know that in most jurisdictions that I have had experience with, such neglect in promulgating reserved judgements would cause the chief judge to take strong action e.g remove her from the regular docket until she catches up.

It is a truism that "justice delayed is justice denied"
