I think the point was that he's not an insider in that he doesn't sit on the board, draw a salary as part of the management team or have position in the company which provides his with preferential access to operational or stategic information. He is however now the largest single stock holder of this company.

The fact that he is not an "inside" insider is reassuring to me.

I once commented to someone about "boys being boys" regarding some kids cause mischieve on a neighbours property. His reply was that yes boys will be boys, but police will be police.

Sometimes one is concerned about managers drawing large salaries or directors seeking strategic advantages from the enterprise's activities, which may over ride their financial incentives to increase shareholder value/SP appreciation. Being a large independent investor with a only an interest in seeing the share price apprciate and having the deep pockets to persue legal remedies if officers of the company do not align their interests with the shareholder can have a sobering affect on the latter. The fact the his bought lost of stock to put himself into this position may not be a bullish indicator in itself, but having him committed to this investment is reassuring if the fundementals are strong, as they are with NTC, because it should keep other insiders "honest" in the performance of their duties.
