Check your numbers. Coastal started the buy back on May 25 (not 22nd) They announced the buy back on the 22nd. The stock rose in anticipation of the buy back and then Greece happened again and the price fell shortly after the buy back started Here are the average trade prices during the range in the news release.

So Coastal paid on average $14.90 during that time and the average trade during that time was $14.985. I think they did OK. Not to mention they have bought far more this past week when the price was lower. You are searching for something that isn't there I'm afraid.
