Perhaps the company has been trying to hold off a financing until a higher price and now trying to read the macro and micro economic winds, as well as succumbing to intense pressure from interested brokerage parties (of which several announced in today's news release). A good sign the interest despite the weakening of the sp. Drilling is expensive and 25 to 30 million will go a long ways for a sustained multiple drill program. The bigger picture is that they almost certainly have a major discovery on their hands and likely more to come, particularly when they drill Railroad fault.
