Putting a WALL on the ASK does not equal SELLING the shares (as no transaction happens), hence they dont need to declare ANYTHING!!!

 

Its done just to scare people into selling or not buying right now.....

 

Bet ya IF we put a big at .60 for 150K, whoever is at the ask would take it off...
