Interesting shift in strategy here.  All prior discussions have talked about "when and if" the government approves the operating conditions, this time they are firmly stating "when the government approves...".

A subtlty, but a big difference.

It seems management is very confident in gaining ministerial approval soon.  It also seems that they are forcing the issue by stating publicly that they expect this approval.  Probably in the past they didn't want to upset Mr. Marmion (Minister of Environment in WA) by being too pushy.

It's like they are saying to the minister "enough delays already, let's get on with it".
