It is to an extent quite political.
But, in the end, there is a process which is being handled by the EA agency and they abide strictly to their guidelines.
CEC has to abide by those guidelines, which have had input by local residents and environmentalist during the public comments period, and they have been, and IMO will continue to do so.
Does politics play a role? Sure, but after years of studies, you don't really think that one person will go against the scientific data collected, or the EA agencies findings/recommendations do you?
If the application makes it to the Ministers Review, then I believe that CEC has a very good chance of getting an EA certificate.
If CEC doesn't make it that far, then they won't. If it were just up the the Minister, then why have an EA agency in the first place? JMO
