I got some interesting information yesterday on Civil law.

In civil litigation the burden of proof is initially on the plaintiff. There are a number of  situations in which the burden shifts to the defendant. When the plaintiff has made a prima facie case  the burden shifts to the defendant to refute or rebut the plaintiff's evidence.

I would say that when someone writes something on a public forum they  better be able to prove it..
