means nothing.  you aren't permitted to short thirty cent tsxv companies unless you're a pro trading for the firm, or are selling against wts, options, or some other instrument whereby you are able to deiliver stock within a specified period of time against shares you can prove you own, through a contract, which you must provide to the firm, and then it is only permitted, if you receive, in advance, the appropriate clearance through a DAP, or 'delivery against payment procedure'
