Sudan and South Sudan’s Joint Political and Security Talks resume (Jun 25, 2012)


Sudan and South Sudan have reopened their second round of the negotiations on post-secession issues under the mediation of the African Union High Level Panel (AUHIP) in Addis Ababa. The defense ministers of the two countries met on Friday to discuss specific issues on border security and their talks are still in progress. It appears that over the weekend the delegations reached an agreement on the activation on the Joint Border Verification and Monitoring Mechanism (JBVMM). The last meeting of the Defence cluster, which took place from June 4-7 in Addis Ababa, covered such issues as the cessation of hostilities, unconditional withdrawal of forces to their own side of the border, cessation of harboring and supporting of rebels against the other state, constituting and assembling the Joint Border Verification and Monitoring Mechanism (JBVMM) and the formation of Ad-Hoc Committee.  Sudan and South Sudan have been given a three-month deadline by the United Nations Security Council and the African Union to conclude negotiations over outstanding issues between them, including citizenship, oil exports, demarcation of borders and the status of the Abyei region as well as defence and security. Both sides have agreed to implement the AU and UN-promoted peace plan and both sides have withdrawn their forces from Abyei as demanded by UN Security Council.
