I think that is quite significant news highlight "bank debt not subject to IMC"

The MOU is with local governments who are publically announcing wanting to see this project through by providing tax incentives, roads ect. This should be a very assuring statement given the potential income from selling the APT at $400/MTU. North American Tungsten and others havent had any issues selling their product in the market so far. And given China's rare earth strategic reserve / metal exchange creation, Woulfe if needed could sell into it.
