I would be willing to bet that if New Elk had premium hard coking coal as reserves you would be seeing interest in their product from established steel producers in Europe, Japan, and South Korea. Instead, Cline was hoping to sell their boat load of coal to a Chinese buyer who probably low balled them on the price and then walked away from the deal.
