Not many shareholders with more than 1M shares.  Maybe an institutional investor bailing because they finally found some buyers?

No movement on the price recently and thin volumes, which suggests everyone is playing "wait and see".

Whoever sold probably doesn't know any more than the rest of us, which is "when is the Minister going to make a decision?".
