J_mart I can't speak on Jeff's behalf, nor speculate on manipulation, investigations, regulators etc. In my opinion since you asked the greatest impact on the company right now is the macro-environment.

The stock market is not doing well, we are on the brink of a double dip recession, Europe is imploding, hedge funds are blowing up and what else?

Specifically, alternative energy is out of favour and oh yeah natty gas a cheap clean fuel and traditional source of energy is dirt cheap which means more expensive wind energy is out of favour.

So I guess the market really needs to see impressive earnings and cash flow from WND before it gives the stock a more favourable valuation.

On a company specific level, there is growing frustration with promises that have not been delivered. A SIB was supposed to happen over a year ago but hasn't happened. The company did not have the cash to do it so why did they promise it.? I think most on the Board here are aware of the other promises which haven't happened.

Despite the underachievements, however, there is tremendous value in the assets here which have been built with very little dilution. I believe we will soon see the benefits accruing from those assets and eventually a much higher share price. Thats my hope anyway.
