If this is the reason its down, probably a good buying opportunity. Found an article (below) that indicates the production they are losing is only 500 bbl/day. Also the exploration well that they've delayed is one of their heavy oil wells. The market doesn't give them any value for heavy oil anyways.

PETROMINERALES STOPS EXPLORATION TEMPORARILY

Petrominerales confirmed the temporary suspension of exploration activities in some of their wells by insecurity issues.

According to oil exploration operations in the block Ariari River, located near Vista Hermosa, Meta, were blocked illegally in early April.

As a result, the company temporarily suspended operations, including the test works in the horizontal well Tatamá-1 and strait graphic drilling program, mobilizing all the teams outside the block.

Petrominerales in this moment has no production in this area, as reported by the company through a statement but clarifies that the suspension of activities is temporary.

In Casanare, from late April, the access roads to two of its wells were blocked illegally and remain without access to date. As a result, failed to produce approximately 500 barrels of oil per day, Petrominerales said.
