I emailed David Lucatch inquiring about the difference between Ad Planner and Analytics numbers back in April. He replied:

"...we don’t provide GA Analytics into Ad Planner – it’s an opt in thing...so they are different... Ad planner is for larger agency projects, while most of our programming is global and Ad planner is not an effective tool for us."
