solution in the making?

i'm not an expert in the dispute between Bagdad and Erbil but could the entrance of the supermajors of last month and the sign of goodwill made by the KRG i.e. the resumption of oil exports, be the catalysts to get a oil and gas law in short term or am i to naive??
